But what the statement is hiding from our peers is that without laws, rules, and order, our world would revert to a more primitive part of his nature. We shall have to look after ourselves.?1 The Innocence and the Loss of It is the existence of civilization that allows man to remain in captivity with his innocence or ignorance about his true nature. Although man needs civilization, it is also important that he be aware of his primal instincts. Jihadi History Jihadis are a narrow group made up of adherents who interpret Islam, and the concept of jihad, to mean that war must be waged against states and groups who in their eyes have corrupted the ideals of Islamic governance. Saudi Arabia is high on this list because it claims to be ruling according to the precepts of Islam, and it is the home of Mecca and Medina, two of Islams holiest sites. The name that was once most visibly associated with jihadi ideology was the late  Al Qaeda  leader, Osama bin Laden.  As a youth in Saudi Arabia, bin Laden was highly influenced by Arab Muslim teachers and others who were radicalized in the 1960s and 1970s by the combination of: The Arab defeat in the 1967 war with IsraelOppressive and corrupt Arab governmentsRapidly urbanizing and modernizing society Dying a Martys Death Some saw  jihad, a violent overthrow of all that was wrong with society, as a necessary means to create a properly Islamic, and more orderly, world. A Jihadis Work Is Never Done Lawrence Wrights recent book, The Looming Tower: Al Qaeda and the Road to 9/11, offers an  account of this period as a formative moment of jihadi belief: Under the spell of the Afghan struggle, many radical Islamists came to believe that jihad never ends. For them, the war against the Soviet occupation was only a skirmish in an eternal war. They called themselves jihadis, indicating the centrality of war to their religious understanding. Those Who Strive In recent years, the word  jihad  has become synonymous in many minds with a form of religious extremism that causes a great deal of fear and suspicion. It is commonly thought to mean holy war, and especially to represent efforts of Islam extremist groups against others. Yet, the current modern definition of  jihad  is contrary to the  linguistic meaning of the word, and also contrary to the beliefs held by most  Muslims.   The word  jihad  stems from the Arabic root word J-H-D, which means strive. Jihadis, then, would literally translate as those who strive. Other words derived from this root include effort, labor, and fatigue. Thus, jihadis are those who attempt to practice religion in the face of oppression and persecution. The effort may come in the form of fighting the evil in their own hearts, or in standing up to a dictator. Military effort is included as an option, but Muslims view this as a last resort, and it in no way is meant to mean to spread Islam by the sword, as the stereotype now suggests. Jihadi or Jihadist In the Western press, there is a serious  debate about whether the term should be jihadi or jihadist. The  Associated Press, whose newsfeed is  seen by more than half the world’s population every day via AP newspaper stories, television news, and even  the internet, is very specific about what jihad means and which term to use, noting that jihad is an: Arabic noun used to refer to the Islamic concept of the struggle to do good. In particular situations, that can include holy war, the meaning extremist Muslims commonly use. Use  jihadi  and  jihadis. Do not use  jihadist. Yet,  Merriam-Webster, the dictionary AP generally relies on for definitions, says either term- jihadi or jihadist- is acceptable, and even defines jihadist as  a Muslim who advocates or participates in a  jihad. The respected dictionary also  defines the term jihad  as: ... a holy war waged on behalf of Islam as a religious duty;  also:  a personal struggle in devotion to Islam especially involving spiritual discipline. In our village where there are 20 families, 14 families are in the business of selling poultry to support their income, many of them also sold eggs to supplement their income. Everyone in our village is on edge as we are afraid of whether we will be the next one infected with the virus or not. Today I am going to the market to buy flowers, red meat, fruits and red envelopes to help my parents to get our house ready for the New Year. The mood in the market is the same as normal, there are more businesses than usual because everyone is busied trying to prepare for the New Year. If a visitor came to our village for a visit, the visitor would not notice any difference in our village life. However, underneath that normal exterior, something is very wrong in our village. Normally, the market is the busiest as people flocked to buy chicken and eggs so that they can cook for the New Year. The place where usually I have to shout and push my way so that I could buy a chicken from that place is now emptied. I could even hear my own echo when I shouted which disturbed me very much, I never thought that I could hear my own voice. Industrial Production and Capitalism: Drivers of social change in history Ho Xin Qian Louise In this essay, I will illustrate why industrial production and capitalism were major causes of social change in history by stating three main arguments. Firstly, I put forth the case that industrial production and capitalism have changed the role and nature of markets in history. In doing this, I trace how the market has become the central system of social coordination via market instruments, encompassing even the elements of industry like land, labor and money.In exemplification, I explain how industrial capitalism has brought about the rise of mass production and mass markets, enabling the market system to expand its influence. Secondly, I will illustrate how industrial capitalism has changed the social relations of production, as well as the social organization of work, resulting in class struggle and socio-economic stratification in history. Lastly, I touch on the changes in norms and cul ture within institutions due to industrial production and capitalism.For the purpose of this paper, I define industrial production as production brought about by mechanized technology and industrious labor in centralized locations. Capitalism is defined as a system of profit making commerce made possible by the usage of money, decentralized circulation of capital and the market exchange of commodities. I use the term industrial capitalism to denote the amalgamation of both forces. The Role and Nature of Markets in History It is my contention that industrial production has changed the role and nature of markets in history, placing it in the centre of society and economy.It is true that industrial capitalism presupposes the existence of a market system. However, the market system was never the dominant system of social control until the development of isolated markets by mercantilist means, and subsequently the transnational interaction and proliferation of markets into a market econo my, brought about by industrialization in the 18thC. It is due to this transcendence of boundaries and displacement of market activity that gives rise to the â€Å"market† as an abstract mechanism.According to Polyani, before the rise of markets, the society organizes itself via systems of redistribution, house-holding and reciprocity, of which operates on non-economic motives like social prestige and kinship (Polyani 1944: 46-58). After the rise of markets with long distance and local trade, markets have started to take on a more important role in providing necessities; however, they did not function for a majority of the population, who were still dependent upon common exchange and subsistence systems.Thereafter, mercantilism created isolated national markets which consolidated local economic activity and increased trade. However, it was not until the Industrial Revolution in the mid 18thC that the market system became the main driver of social change across different count ries through the creation of mass markets. The industrial revolution has brought about new forms of technology and power, transformed modes of production and created factories as centralized locations for mechanized production to take place.Mass production techniques like specialization, standardization, time-discipline, rational capital accounting and centralization allow for production costs to decrease with volume, thus generating a high amount of output, providing goods more cheaply than one could have done outside of the factory. As a result, people buy their essentials from these mass markets rather than produce by themselves. Also, they produce solely for the market, deriving income to purchase other goods in the circulation of commodities.Moreover, with industrial capitalism, the market mechanism has also come to allocate factors of production such as land, labor and money, which according to Polyani were not real commodities, but merely have exchange value because they beco me privately owned by use of legal contracts and sales (Polyani 1944: 68-76). Since then, mass markets have come to synchronize most economic activities like consumption, production, distribution and even finance in the most efficient fashion (Swedberg 2005:238-240).These markets become far reaching and displaced in light of industrial capitalism because of communicative and transport technology, the mobility of money and relations of free trade, which re-defined the notion of markets from a place to an abstract network of actors across national boundaries. Also, the nature of markets has changed from being state-controlled to being self-regulating. The market system becomes the center of economic and social life as it coordinates most economic activities not by state regulation but by economic instruments like the price mechanism, supply and demand aggregates.Social Relations of Production and Organization of Work Industrial capitalism has, with the change in material means of prod uction, brought about a change in the social relations of production and organization of work. In capitalistic societies, instead of directly interacting with nature in production, human beings depend on each other by exchanging their assets in place of producing for subsistence. Hence, they inevitably enter into social relations of production between those who own the means of production (capitalist) and those who do not but are economically compelled to sell their labor power (worker) for wages.In the circulation of capital, surplus value can be derived from the difference between capital invested and capital retrieved because capital (such as land, factory and machinery), only when combined with labor, transforms products to sell for higher exchange values, thereby generating surplus value and profit. This circulation of capital is durable because capitalists aim to invest their capital to make even more profits while workers can only increase their wages by working harder or by investing in their skills.Since then, the relationship between capitalists have become increasingly competitive due to the drive for profits while the worker-capitalist relation has replaced family (sexual division of labor) as the primary relation of production. According to Marx, as the ownership of means of production is exclusive and alienable, the society becomes separated into two distinct classes – the bourgeoisie (capitalist) and the proletarian (or worker), where between them is a relationship of domination and exploitation.Marx observed that the capitalists tend to exploit the workers by privately appropriating the surplus value produced by the workers, giving them much less than the use value of their time and effort invested in production (Marx 1848: 23). Also, the exploitation goes further by manifesting itself in the working conditions of factories, where workers were forced to work for long hours and children were also engaged as child labor. The exploitation a nd domination over workers exists because of the profit motive of decreasing costs and increasing revenue, as well as the fact that workers have less argaining power over their jobs than their employers. Capitalism has also re-defined the social organization of work by the formation of labor markets and complex division of labor. Prior to the onset of industrial capitalism, work was just defined as any effortful activity which attributes use value to commodities. However, with industrial capitalism, the formation of labor markets constituting workers, employers, jobs and networks is possible, and they function to allocate labor resources and allow capitalists to negotiate labor price and working conditions.Here, there is a clear demarcation of what is considered paid â€Å"work† and what lies outside of the labor market in the informal economy. Within the labor market, the exchange value of labor depends on the quantity and quality of labor, which denotes different labor proc esses and skills. The differentiation in wages is due to the complex division of labor brought about by industrial capitalism.Unlike the simple division of labor, where society is categorized into different occupations as in craftmanship, the capitalistic industry has a tendency to control and divide the mass production process into many simple tasks which all unskilled workers are capable of accomplishing. Workers are subdivided into different capabilities and made to specialize in simple tasks to be able to perform quickly and productively. This organization of work greatly improves the efficiency of the system, bringing costs down with more units of production.As seen in the Fordist model of mass production, workers as such are being â€Å"deskilled† and made interchangeable to the extent that they can be fired or hired according to production requirements (Womack 1990: 19-46). Thus, the market value of such menial labor is very low as opposed to professions (doctors) and skilled labor (technicians). The way work is being socially organized into skilled and unskilled labor has thus brought about socio-economic stratification in production relations. Marx has criticized this form of organization as being â€Å"alienating†, especially for the menial workers.As workers are being made interchangeable by the subdivided nature of production process, their labor is being looked upon only as a commodity, at their employer’s disposal. The worker loses control over his produce, the work process and his ability to creatively express himself. Moreover, their menial labor becomes cheapened in the process of unemployment and labor surplus. On the other hand, professionals are able to safeguard their interests by exclusive job administration channels, keeping their wages high due to marketable specialized knowledge.As a result, socio-economic stratification has also become defined by consumption relations such as occupational prestige and status group s. Norms and Culture Lastly, it is clear that industrial capitalism has brought about important changes in norms and culture. Most explicitly, industrial capitalism has changed the culture of work in the society. Prior to this time, work was characterized by disparate tasks that one is required to do in the day, and is oriented to what is necessary to be attended to. There is little divide between work and life.In industrial-capitalistic societies, work is characterized by a series of jobs which need to be synchronized in terms of sequence and speed. Time-discipline is important for work in the capitalist economies because productivity and time are highly correlated (Thompson 1967, 60:61). People are expected to use time allocated for work efficiently and solely for work. As the stimulus for work has changed from subsistence to wage incentives, there is potential of increasing wages by putting in more effort put into work.Thus, as competition for jobs and within jobs increase, peopl e are pushed to work harder and longer in their jobs. Also, in the 18thC, industrial capitalism has led to the trend of rapid urbanization due to rural urban migration and international migration in seek of factory jobs. This has led to a major restructuration of society within countries like England, where the working class poor tend to congregate near the city centre for employment and the more affluent middle class tend to decentralize away from these city centers, where living conditions are bad.The result is a case of socio-economic polarization within cities, where differences in standards of living are stark between gated communities and urban slums. In all, industrial capitalism tend to generate disparate levels of wealth and poverty amongst the working and capitalist classes. Lastly, industrial capitalism is likely to produce changes in habits and lifestyle which are oriented towards the market. The culture of consumerism is prevalent in many industrial and post-industrial societies, brought about by both producers and consumers.Producers aim to increase the capital return from their investment by either catering to existing needs or by creating new needs and wants. With the use of marketing strategies and production technology, they are able to sell their products at a high profit margin. Consumers, on the other hand, are faced with the proliferation of goods and services available at competitive prices. With the wages they have earned, they are able to afford more goods at a lower price. In all, this paper contends that industrial production and capitalism are major drivers of social change in three ways.Firstly, industrial capitalism has changed the role and nature of markets in history, from an auxiliary mechanism to the main instrument of social coordination. Secondly, industrial capitalism has revolutionized the social relations of production, from humanity’s struggle with nature to dependency on each other. While most believe online education is easy as the student is just sitting in front of the computer, attending class online is more challenging than attending class in a classroom because requires time management skills and requires self-discipline. Attending college online requires the college student to have excellent time management skills. The majority of online students have responsibilities other than attending school. Usually this is why the decision to attend school online is made. The online student must be able to balance school, work, and a family. Attending school at a traditional school is not as flexible as the time schedule is set in place and the student must arrange their schedule around school, work, and family. Online education allows more flexibility in the online class schedule. However, proper management must be maintained in order to balance all of the responsibilities and be successful in all areas. â€Å"Not only do students need to monitor their progress in an ongoing fashion and adjust their strategies for learning based on their progress, they also need to maintain a time management schedule in order to complete online learning activities in the allotted timeframes. † (Orellana, Hudgins, & Simonson, 2009, p. 470). The online student must be able to continue to work full-time and take care of family. All of these things must be done including attending school. Adding online education to the list of responsibility may assist the online student becomes well organized. In order to be successful attending school online, the online college student must practice self-discipline. In a traditional classroom, the student the instructor holds the student accountable for all assignments and participation in class. While the same applies for the online college student, accountability is the student. The online student must make it a responsibility to participate in weekly discussion forums as well as keep up with weekly readings. Students that delay themselves in participating in the discussion group usually maintain a low grade. All of this is vital in order to be a successful online student. Assignments for class are usually due weekly and due at the end of the week. Students must submit the assignment via the class portal. It is imperative that the student have the correct software in order to submit the assignment as it is the student’s responsibility that the assignment is submitted on time with no exceptions. This is not an issue for traditional students as instructors are able to accept assignments in person from students. Essays and other assignments can be submitted by hard copy, which eliminates the concern of computer complications or the non-compatibility of software with the University. For example, is the minimum requirement really adequate? Do language classes in middle school count? If a college requires 4 years of a language, does a high score on the AP fulfill the requirement? Requirements and Recommendations In general, competitive colleges require at least two years of foreign language classes in high school. As youll see below, Stanford University would like to see three or more years, and Harvard University urges applicants to take four years. These classes should be in the same language- colleges would much prefer to see proficiency in one language than a superficial smattering of several languages. When a college recommends two or more years of a language, they are clearly signaling that language study beyond two years would strengthen your application. Indeed, no matter where you apply for college, a demonstrated proficiency in a second language will improve your chances of being admitted. Life in college and after college is becoming increasingly globalized, so strength in a second language carries a lot of weight with admissions counselors. Many schools offer just a couple of languages such as French and Spanish. That said, it can be a plus if your study of a foreign language aligns with your career goals. German and Chinese are both valuable languages for students interested in business, and strong French skills would be ideal for someone who wants to teach English or work in public health in Francophone Africa. In 2018, when Harvard Universitys Dean of Admissions testified in court about the schools admissions policies, he revealed that students who studied Greek and Latin and showed an interest in the ancient classics had a slight edge over many other applicants. On the whole, however, study the language that you are most interested in learning. Let your passions guide you. Where would you be most interested in traveling? Strategies if Your High School Doesnt Offer Adequate Language Classes If youre a high achiever and want to graduate from high school with three or four years of language classes but your high school offers only introductory-level classes, you still have options. First of all, when colleges evaluate your high school academic record, they want to see that you have taken the most challenging classes available to you. They recognize the significant disparity between schools. If upper-level and AP language classes simply arent an option at your school, colleges shouldnt penalize you for not taking classes that dont exist. That said, colleges want to enroll students who are well prepared for college, for these students are much more likely to persist and succeed if admitted. The reality is that some high schools do a much better job at college preparation than others. If youre at a school that struggles to deliver anything beyond remedial education, your best bet may be to take matters into your own hands. Talk to your guidance counselor to see what opportunities exist in your region. Typical options include Taking language classes at a local community college. You are likely to find evening or weekend courses that work with your high school schedule, or you may be able to take an early morning or late afternoon college class during a high school class period.Taking online language classes. If there is no college in your area, you can find many options for online college language classes. You may even be able to get high school credit for an online college course. Ideally, youll want a course that includes audio or video conferencing so that you can develop the listening and conversational skills that are so important to language learning. Be forewarned that many colleges will not transfer language credits earned online.Self-studying to take an AP language exam. There are lots of programs out there such as Rosetta Stone, Rocket Languages, and Babbel that can help you learn speaking, reading, and writing skills. An AP study guide can help guide your self-study so that you are targeting ma terial that is likely to be on the exam. Travel that immerses you in a foreign language can also be extremely beneficial. Ideally, youd want to take the AP exam your junior year so that youll have the score in hand when you apply to colleges. Earning a 4 or 5 on the exam (and perhaps a 3) is a convincing way to demonstrate your language knowledge. Note that this option is only good for self-motivated students. Languages and International Students If English is not your first language, you most likely wont need to worry about foreign language courses as part of your college education. When a student from China takes the AP Chinese exam or a student from Argentina takes AP Spanish, the exam results arent going to impress anyone in a significant way.   For non-native English speakers, the much bigger issue will be demonstrating strong English language skills. A high score on the Test of English as a Foreign Language (TOEFL), the International English Language Testing System (IELTS), the Pearson Test of English (PTE), or a similar exam will be an important part of a successful application to colleges in the U.S. A Final Word About Foreign Language Requirements As you consider whether or not to take a foreign language in your junior and senior years of high school, keep in mind that your academic record is almost always the most important part of your college application. Coases Theorem of Coase and Cattle After familiarizing myself with Ronald Coases theory of economic efficiencies in economic externalities, I have discovered that Coases theorem is greatly debated amongst scholars who study law and economics. I have discovered the two schools of legal thought which are torn apart because of their opinion on the validity of Coases theorem. Basically, Ronald Coase declared that when there are no transaction costs, bargaining between neighbors will lead to an efficient outcome, regardless of the laws on property rights. The theorem is saying that when the transaction costs are low and somebody trespasses onto anothers property, in this case, cattle, neighbors are more likely to resolve the dispute by forgiving the trespass or by repaying the trespassed with a small reward. Since he has made it clear that this theory works when transaction costs are low, I agree absolutely with Ronald Coase. Ronald Coases theory that, when transaction costs are minimal, bargaining powers of people will re sult in an efficient outcome is correct. In Robert Ellicksons article, Of Coase and Cattle, he mentions a story about Frank Ellis and Larry Brennan. Larry Brennan lost approximately seven tons of baled hay to Frank Ellis cattle while they were roaming in open range. Brennan could have taken Ellis to court to reclaim a monetary value of approximately $500, but instead, he decided to notify Ellis of his cows wrongdoing. Ellis offered to give Brennan some of the hay that was baled in his barn, but Brennan declined the offer. Instead, Brennan knew that it would be in his favor in the future to have Ellis indebted to him, incase a situation arises where Brennan would need a favor performed. Since the transaction costs were pretty low and there was close proximity between Brennan and Ellis, the situation was resolved with efficiency. This is pretty common in rural areas since people of the small townships and farming communities live by the motto â€Å"live and let live.† The people who repeat this motto know they should p ut up with small imbalances in their accounts because they perceive that their future interactions will provide adequate opportunities for settling old scores. The fourth chapter of â€Å"Economic Foundations of Law,† by Stephen Spurr, has a great analogy of the Coase theorem that relates it to a Pareto-optimal efficient outcome. The example describes a conflict between a cattle rancher and a farmer who have adjoining properties. Since they have adjoining properties in an open range system, the cattle owned by the rancher are more than likely going to wander around within the farmers property—since it is almost impossible to tell which direction or how far cattle are going to migrate in the open range. With the herd of cattle grazing and walking around on the farmers crops, the farmer sustains a loss. However, the Coase theorem would make it simple for the farmer and rancher to come to terms and decide a remedy for the farmers loss. Stephen Spurr says, on page 67, â€Å"The socially optimal number of steers is the number that maximizes total social benefit minus total social cost, that is, the profit to the cattle rancher min us the damage to the farmer.† Essentially, this is saying that damage could be controlled by controlling the amount of head are in a herd of cattle which will in turn reduce transactions costs by reducing the amount the farmer will lose in damaged crops. From the pair of examples above, it is fairly easy to understand the Coase theorem. However, in Of Coase and Cattle: Dispute Resolution Among Neighbors in Shasta County, lies a vast story about a dispute between Frank Ellis, a new cattle rancher, and Doug Heinz, another cattle rancher. Since Frank Ellis was in an open range ordinance, he let his huge herd roam free. Ellis herd consisted of thousands of head of cattle and his property was approximately 15,300 acres, making it easily the largest farm in Shasta County at the time. Ellis hired a group of Mexican cowboys to take care of his handiwork, which included tending to the herd and doing whatever necessary farm tasks were required. Since his herd was situated on an open range, his cowboys â€Å"deliberately crossed the unfenced private lands of others, but also used those lands as free pasture,† as quoted by Ellickson. His exploitation of the laws of the open range sent anger flowing throughout the community, eventually enr aging a man named Doug Heinz. Doug Heinzs farm was situated right next to Ellis property, so the two were technically neighbors. While Heinzs farm was greatly smaller, approximately only 12 acres, Ellis herd was always destroying the fence that Heinz constructed in order to keep other cattle off of his land. When Heinz noticed some of Ellis cattle breaking through his fence, he decided to call Ellis and complain. To make a story short, Ellis sent a few of his cowboys out to retrieve the cattle. Their method of retrieving the cattle ended up destroying more of Heinzs fence and damaging even more of the crops. The cowboys took off more quickly than they came and Heinz never saw any sort of repayment for the damage done to his property. This caused Heinz to protest to the county supervisor and round up signatures on a petition to make the area, coincidentally around Ellis land, closed range. However, Heinzs petition to make the region closed range was never passed and Heinz was never r ewarded for the damage done to his property and had to suffer from more abuse at the hands of Ellis herd. Due to Heinz not receiving just compensation for his trouble, the Coase theorem cannot be applied here. The transaction costs were very high, with most of it coming from the damage done to Heinzs property, and the rest coming from the time that was spent circulating a petition to close the range. A Pareto-optimal resolution was not reached either, which is why Of Coase and Cattle attempts to explain the flaws in the Coase theorem. However, the author of Of Coase and Cattle does not take into account the transaction costs of the Ellis-Heinz conflict. The article also discusses conflicts between Traditionalists and Modernists, both of which are styles that ranchers use to take care of their herd. In Shasta County, California, these two neighboring styles are the scene of many conflict and episodes which convert the open range ordinances into closed range. The open range favoring Traditionalists believe their cattle can roam freely without any interruption in the land because they shouldnt have to fence in their cattle to remain on their property. The Modernists believe exactly the opposite; that ranchers should keep their cattle behind fences to prevent damage to neighboring property owned privately. The Traditionalists follow the practices of cattle ranching that were predominant in Shasta County in the 1920s. Traditionalists in the county believe that a rancher shouldnt fence his property because during the summer months, it would take an inefficient amount of land to make sure a herd as little of 200 cattle would be able to be nourished. Thus, the ranchers would let the cattle roam freely as to find nutrients around the mountainous regions of Shasta County. Just by stating that doesnt paint the entire picture, though. Traditionalist ranchers purchase grazing leases through the United States Forest Service and the Bureau of Land Management, as well as timber companies. The inefficiency of this is that a Traditionalist with a herd of only 100 cattle would need to lease a forest equal to the area of the city of San Francisco. Traditionalists would also need to construct fences to keep their cattle within the boundaries of the grazing lease areas, but since harsh winter storms and intense summer heat destroy their fences; its obvious that the most cost effective way to combat the phenomenon is to not erect a fence. The Modernists, who are typically younger than typical Traditionalists, see the Traditionalist way of ranching as primitive and out dated. The Modernist view is that their cattle do not belong on other peoples property, and vice versa; other peoples cattle do not belong on theirs. Not only do they wish to reduce the risk of damage done by their herd on anothers property, they also see it easier to administer nutrients, protect their herd from being impregnated by bulls, protect their herd from predators, and to watch over their herd during the dangerous winter months. The fenced boundaries are more of a sign to â€Å"stay out,† which adds privacy and value to the land. However, the cost of fencing off the boundary of an entire property by Californias standards is very costly. The statute that defines a legal â€Å"fence† efficient enough to house cattle calls for three tightly stretched strands of barbed wire stapled to posts situated approximately one rod, or 16 and one half feet, apart. Since Shasta County residents typically use four strands of barbed wire and steel posts instead of cedar, the cost of the fence has gone up. Ellickson gave the quote of the materials necessary to construct a four-strand barbed wire fence in the year 1982 as $2,000 per mile, which doubles if private firms are called in to perform construction. If, for example, Doug Heinz wanted to fence off his property, it would have cost him $18,000 for materials and another $18,000 for labor in the year 1982. A total cost of $36,000 in the year 1982 to enclose ones own property does not seem as efficient as being able to dedicate some of your time to help your neighbor replant damaged crops. Period maintenance on fences may also prove to be costly, especially in the weather of S hasta County. The point of comparing Traditionalists to Modernists is summed up by the first story of Ellis and Brennan. Modernists are willing to spend tens of thousands of dollars to make sure theyre investment, which could be the herd of cattle or the rest of their property, is slightly protected. The illusion of safety and security is heavily present in their ideology, which always isnt the case. Traditionalists believe they could remedy whatever problems arise by offering their assistance in fixing whatever damage takes place, whether it is to re-fence an area of land or to replant crops that were damaged by stampeding herds. It is much more cost effective to live the way of the Traditionalists. However, there are two sides to every story. One could consider Ellis to be a Traditionalist since he let his herd graze in open range. But, since a typical rancher in Shasta County does not have nearly the amount of cattle that Frank Ellis had, we can consider it an anomaly. Ellis caused thousands of dollars of damage and tallied up huge transaction costs in the effort that it took to circulate petitions by both parties, Ellis and Heinzs. Traditionalists can also solely be blamed for provoking Shasta County to enforce closed range policies in different areas. The stories discussed in Of Coase and Cattle not only prove the Coase theorem to be correct, but also proves Ellickson wrong. Ellickson wanted to prove Coase wrong by performing a tremendous amount of research in a county in California that has its problems when it comes to property law. Ellickson describes many different scenarios, all of which can easily be determined to be efficient or non-efficient. Ellickson simply states that Coase is wrong in his theory, but does not take into account the transaction costs for any of the stories. He may present the costs to each party involved in an incident, but he does not deduct that the costs arent necessarily high or low. To break this down further, we can reexamine Ellis versus Heinz and Ellis versus Brennan once more. Ellis versus Heinz was not Pareto-optimal because the transaction costs involved in resolving the incident were extremely high. If transaction costs arent defined simply in monetary terms, they could be described as stress and time spent on resolving a situation. In other words, transaction costs could also have the same definition as opportunity costs. Ellis herd cost Heinz tens of thousands of dollars that were never repaid, and thousands of dollars to other farmers which were also never repaid. However, the costs dont end there. Heinz and his allies spent a lot of time, grief, and money to go out and find people to sign his petition to get Ellis ranch on a closed range ordinance. Ellis did the same, to spend time to find people to sign a petition to keep his range open. The transaction costs in this example are extremely high since Ellis spent a lot of time and grief in attempt to fight Heinz and vice versa. To make the case even more interesting, Ellis was forced to fence off his land, which didnt benefit him in the long run. Therefore, the Coase theorem doesnt apply to this situation. At the same time though, Ellis versus Brennan resulted in an efficient outcome, since Brennan refused to take up Ellis offer of replenishing his supply of hay. There are a few schools of thought who think Coase was wrong in his theory. But, after reading Of Coase and Cattle, it becomes obvious that Ellickson was incorrect in his thesis that Coase was wrong. He is incorrect for a number of reasons, with the main one being that he doesnt take into account the transaction costs for the conflicts that he reports on. The main element of this paper was about Ellis versus Heinz, which proves that Ellickson was incorrect. When the transaction costs are low, the Coase theorem is 100-percent accurate. Ellis versus Brennan is a good example of that, as well as the quotes from ranchers in Shasta County. â€Å"I dont believe in lawyers [because there are] always hard feelings [when you litigate]† was said by Owen Shellworth, a Shasta County rancher.
